This is the Beckman Institute at the California Institute of Technology (Caltech) in Pasadena.

The Beckman Institute opened in 1990 with an endowment of $50 million from the Arnold and Mabel Beckman Foundation, with a mission to promote new avenues for fundamental research in the chemical and biological sciences by fostering work that is normally considered too innovative and 'high-risk.' It promotes technological advances in fundamental biology, chemistry and related sciences that promise great practical benefits for society and mankind.
The pool in the foreground is called the Gene Pool because of the colorful tiling at the bottom that mimics the shape of a double helix. A bit nerdy perhaps, but then it is Caltech! In molecular biology, double helix refers to the structure formed by double stranded molecules of nucleic acids such as DNA.
